Are all of the connected people gonna' be from this side or are they all over the world?

From what I can remember only on one side simply because the dragons arent open to the world. Anyone not from that country that has them will have a bitch of a time finding the dragons. It might be kinda cool to have ONE character who isnt from that country though, just to make a side-story kinda thing.

Also I'd like to have Air, if that's okay
